Establishment of a National Council for Quality
Towards the end of July, the Minister of Trade and Industry issued Decree No. 568 of 2012 establishing a National Council for Industrial Quality (Official Journal, Issue No. 168, published on July 21st,2012) to be the national reference for all matters concerning industrial quality issues in Egypt and report to the Ministry.
The Decree states that it shall be responsible for setting out the policies and strategies for industrial quality and ensuring their implementation follow up on reforming the various bodies responsible for industrial quality, studying laws and regulations pertaining thereto, and coordinating with international agencies working in
this field.
The Council is composed of the Minister of Industry as its Chairman, and the membership of some Government representatives as well as the Chairman of the Federation of Industries, the Chairman of the Consumer Protection Agency, and others.
But whereas the subject of industrial quality is an important one, this Decree adds nothing at all, in fact it does not even create a new agency but simply replaces one council with another, both of which have no real powers. It is a useless piece of legislation.
