The New Composition Includes Six Ministers but is Unlikely to Have any Impact
The departing Prime Minister – Dr. Essam Sharaf – issued in November 2011 Prime Ministerial Decree No. 1423 of 2011 (Egyptian Gazette – Issue No. 267, November 27th, 2011) reconstituting the Higher Cooperative Council (“the Council”). The Council will now be chaired by the Prime Minister and will include the Ministers of Housing, Labor, Social Solidarity, Local Development, and Agriculture, in addition to the chairmen of six cooperatives. But in spite of the importance of this Council and the vital role that it could play in the current economic conditions, it has not yet had any impact and in unlikely to be of any use due to its governmental composition and the fact that it has no specific role to play.
