Committee to Determine the Losses Incurred Due to the Revolution is Formed by Prime Minister Decree
Prime Ministerial Decree No. 379 of 2012 was issued (Egyptian Gazette, Issue No. 93, April 22nd, 2012) forming a Committee to take stock of the payments made – and those provisioned – to meet the losses incurred by the State as a result of the January 25th Revolution. The Committee is composed of the Minister for Administrative Development and the Minister of Finance, and may resort to other ministers and individuals in fulfilling its role.
The Decree states that the losses referred to therein are those pertaining to establishments which were vandalized and damages allocated to victims of the Revolution. The Decree also states that the purpose of this exercise is to provide estimates of damages with respect to the court cases filed against the previous president Hosni Mubarak and the previous Minister of Interior Habib el Adli, and the other accused persons in cases No. 3642 and 1227 of 2011 (Kasr el Nil Criminal Court) as stated in the Decree.
It is, however, worth noting that the Committee has no chairman, and that the Minister of Administrative Development has been replaced, and accordingly the whole Committee may need to be reformed. Moreover, the Committee has no specific powers, guidelines, or time frame, and is accordingly not sufficiently defined. It needs to be reviewed.
