The Minister of Trade and Industry – in his capacity as Coordinator of the Ministerial Committee for Production - issued two Decrees in the first week of January 2009 (Number 1089 of 2008 and 1090 of 2008), establishing the Board of Directors and Executive Office for the National Initiative for Improving Business Climate in Egypt “Errada”. The Ministerial Committee for Production includes thirteen ministries in Egypt concerned with various aspects of economic activities.
The purpose behind “Errada” is to collect and classify all laws, decrees and regulations issued by various governmental entities with respect to economic activity in Egypt, in order to review them in detail and recommend to the Committee which need to be canceled, amended or kept. This should lead to the “cleaning up” of the business climate by eliminating thousands of redundant instruments of legislation, thus leading to easier recognition of relevant and applicable laws and decrees and the reduction of the lack of clarity surrounding formal activities.
In spite of the two said Decrees coming out in early January of this year, “Errada” has been practically launched almost a year ago, with the participation of ten ministries (Industry, Trade, Agriculture, Tourism, Investment, Transport, Administrative Development, Local Government, Petroleum and Finance). So far “Errada” has collected more than twenty five thousands instruments of economic legislation, in anticipation for review and recommending amendments.
This is an initiative that represents a national effort for undertaking an extremely ambitious program to end the problem of lack of clarity of laws and regulations affecting economic activities and their contradictions, ultimately with the aim of increasing the ease and transparency of doing business in Egypt.
