Formation of a New Supreme Committee for Medical Tourism

A recent legal development reflects the government’s plan to stimulate and encourage medical tourism. The industry relies on natural therapeutic health services, through which tourists seek recovery from skin diseases and other health problems. There are currently ongoing attempts by the government to incorporate plans to expand this industry into Egypt's tourism-related legal fabric. Most recently, Decree No. 2813 of 2017 (the “Decree")[1] by the Acting Prime Minister was issued, stipulating the formation of a special committee dedicated to medical tourism. The Decree outlines the specific requirements for the Committee's board of directors and members, as well as their responsibilities, noting the role that the private sector will be invited to play to advance medical tourism in the country.

Background

In March 2017, a Medical Tourism Conference was held in Sharm El-Sheikh, hosting Egyptian and foreign specialists and international media outlets. The aim of the conference was to highlight Egypt's potential in therapeutic and medical tourism Moreover, since the start of 2017, discussions at the Ministry of Health centred around expanding treatments offered in Egypt for psoriasis, rheumatism, rheumatoid arthritis, acne and eczema. This was linked to 'environmental treatments' mainly in various locations in Sinai, as well as Siwa, Marsa Matrouh, the New Valley, and Aswan. Plans to expand and improve Egypt's medical tourism industry have been particularly developing following the conference, and are now materializing into a legal framework.

The New Committee and the Role of the Private Sector

The Decree creates a Committee, headed by the Minister of Health, which regulates and organizes all forms of medical tourism. The Committee includes representatives from various relevant ministries and official bodies, as well as a representative of private medical establishments and two experts. The aim of the Committee is to promote the medical tourism industry through encouraging foreign investments, and to work with civil society and the private sector to advance it. The Committee shall also choose hospitals in the health sector that are willing and able to contribute to the plan, and will monitor the quality of participating entities. The Committee will support the state in achieving its goals for medical tourism under the 2030 Sustainable Development Agenda, launched in February 2016 as Egypt’s Vision 2030. صدر مؤخرًا تشريع يوضح رغبة الحكومة في تنشيط وتشجيع قطاع السياحة العلاجية، والتي تعتمد أساسًا على الخدمات العلاجية الطبيعية لعلاج الأمراض الجلدية وغيرها من المشاكل الصحية. فقد أصدر القائم بأعمال رئيس مجلس الوزراء في 30 ديسمبر 2017 القرار رقم 2813 لعام 2017 ("القرار")،[1] والذي ينص على تشكيل لجنة خاصة مكرسة للسياحة العلاجية. ويحدد القرار دور ومسئوليات مجلس إدارة اللجنة وأعضائها، بما في ذلك الدور الذي سيدعى القطاع الخاص إلى القيام به من أجل تنشيط السياحة العلاجية في البلد.

خلفيَّة

في مارس 2017، عقد مؤتمر مصر والسياحة العلاجية في شرم الشيخ، والذي استضاف العديد من المتخصصين المصريين والأجانب ووسائل الإعلام الدولية، بهدف تسليط الضوء على إمكانيات مصر في مجال السياحة العلاجية. ومنذ بداية عام 2017، اتضح تركيز وزارة الصحة على توسيع العلاجات المقدمة في مصر للصدفية والروماتيزم والتهاب المفاصل وحب الشباب والأكزيما، وهي الأمراض المرتبطة بـوسائل العلاج المعتمدة على الطبيعة والبيئة، والتي تتركز بشكل أساسي في سيناء، وسيوة ومرسى مطروح والوادي الجديد وأسوان. وكانت خطط توسيع وتحسين قطاع السياحة العلاجية في مصر تطورت بشكل كبير جراء المؤتمر، مما حدا إلى خلق إطار قانوني لتنظيمها.

اللجنة الجديدة ودور القطاع الخاص

ينص القرار على تشكيل لجنة عليا للسياحة العلاجية برئاسة وزير الصحة وعضوية العديد من ممثلي الوزارات المعنية، بالإضافة إلى ممثل عن غرفة مقدمي خدمات الرعاية الصحية بالقطاع الخاص واثنين من الخبراء. وتهدف اللجنة إلى تنشيط قطاع السياحة العلاجية من خلال جذب الاستثمارات الأجنبية والعمل مع المجتمع المدني والقطاع الخاص. كما ينص القرار على قيام اللجنة العليا باختيار المستشفيات التي يمكن إدراجها واعتمادها ضمن منظومة قطاع السياحة العلاجية، ووضع آليات لمراقبة أدائها.

وستقوم اللجنة بتدعيم دور الدولة في تنفيذ الأجزاء المتعلقة بالسياحة العلاجية في خطة التنمية المستدامة 2030، وهي الخطة التي بنتها مصر على أساس أهداف التنمية المستدامة للأمم المتحدة.
