The Formation of a Ministry for Vocational Education and Training
Mr. Ibrahim Mahlab’s Government has seen a limited re-shuffling on 14 April 2015 where two ministries have been introduced; the Ministry for Vocational Education and Training and the Ministry of State for Housing .[1]
Furthermore, at the beginning of last May, the Prime Minister issued decree No. 1050 of 2015 (the "Decree") [2] clarifying the authority of the Ministry for Vocational Education and Training being “expanding vocational training of all kinds and raising the caliber of educational institutions and improving the quality of education ... especially by equipping graduates to face the requirements of the job market … and increasing the benefit from the potential available at vocational schools and to divide vocational education into technical and vocational education systems”.
The detailed competences of the Ministry include the management of the vocational and artisanal education system and provide that the Minister for Vocational Education and Training shall be the competent minister for technical diplomas (three and five years diplomas) previously within the scope of authority of both the Minister of Education and the Minister of Industry and Trade.
The important of this Decree lies in the fact that it ends the conflict and the overlapping of authority of the Ministries of Education and of Industry and Trade in relation to vocational training. The Decree also allows the laying down of a unified policy and the supervision by one authority over this matter, which in turn constitutes a key pillar for sustainable development in Egypt.
